Design the programme around the outcome
Clarify the starting situation, objectives, activities and expected results. A practical design connects these with resources, responsibilities and a timetable, so participants can understand both the ambition and the means of delivery.
Develop capabilities through relevant work
Capacity building can combine specialist input, applied learning and supervised activities. Programme design should explain how participants will use their new capabilities and what local support is needed after the initial intervention.
Organise implementation with local actors
Local knowledge helps shape priorities, participation and practical delivery. The proposed arrangement identifies the institutions, experts and operational contributors required, together with their specific responsibilities.
Monitor delivery and evaluate results
Agree what will be measured, how evidence will be collected and who will review it. Separate activities completed from changes observed, and use the findings to adjust the programme where needed.
